Maxwell provides research, analysis, and advocacy support to GNOFHAC in its goals of increasing housing affordability and decreasing housing segregation in Louisiana. He also serves as a board member of the Jane Place Neighborhood Sustainability Initiative (JPNSI), a local community land trust. Maxwell received his master’s degree from the Department of Landscape Architecture and Regional Planning at the University of Massachusetts-Amherst. He focused his master’s research on affordable housing and wrote a thesis on CLTs’ experiences with providing rental housing. The research involved interviews with the directors of 22 CLTs from around the country in early 2012. His findings were highlighted in a Shelterforce article co-authored with Emily Thaden, “Community Land Trusts Have Renters Too.”
